Message dated April 16 was read stating the House passed and                                                                    
returned for consideration SENATE BILL NO. 158 "An Act relating                                                                 
to oil and hazardous substances and waiver of cost recovery for                                                                 
containment and cleanup of certain releases; and providing for an

Senator Micciche moved the Senate concur in the House amendment.

Senator Micciche moved and asked unanimous consent the vote on                                                                  
concurrence be considered the vote on the effective date clause.
